This prompted Professor Lomax to pull together a group of professionals from the two fields in an attempt identify the reasons this continues to happen and to develop some combative strategies to reverse the trend.

Kathy Lomax is the Director in the Office of Sponsored Programs at the University of Wisconsin - Platteville and is an integral part of the UW-P Racial Disparities in Criminal Justice and Education Task Force along with her husband Joe. What is South Madison National Night Out?

National Night Out is an anti-crime initiative for communities. It was started 24 years ago by the National Association of Town Watch. It intends to have several purposes or benefits: 1) gets citizens involved in policing their own community and creates relationships and networks among community citizens (residents, businesses) "better enabling them to increase community cohesion"; 2) provides a venue for community residents to interact directly with police in a positive setting, which a) gives police exposure to residents from a partnership perspective of cooperation and support, and gives residents exposure to police officers in a positive setting.

These interactions hopefully increase trust, respect, and communication between community residents and police. 3) "Police and elected officials get varied feedback from residents enabling them to respond better to community concerns."
The words in quote marks above are from a flyer called "Administering National Night Out" that was sent out by the National Association of Town Watch.

There is always a candlelight march at National Night Out. Also, it is common to ask people to turn on their porch lights and come out to the park or the street to participate. It is sometimes seen as a kind of "take back the night" for the whole community. It is intended to help overcome the intimidation that crime and drug dealing create in a community, and give people encouragement that there are others out there who want a healthy life for themselves, their families and their children.

South Madison's National Night Out started in 1998 or '99 (I'm sorry, I can't remember which year! Age is getting to my memory.) It was part of a reaction to experiences of South Madison residents of disruptive activities - disturbances of the peace - that were happening, mainly due to street drug dealing. National Night Out was part of our attempts to do something to change the community atmosphere and work with each other and the police to stop the disruptions.

Bram's Addition Neighborhood Association started the South Madison Anti-Drug Coalition due to the problems cited above, and the SMADC has been doing a National Night Out in South Madison every year; some years it has been bigger, and some years it has been smaller. It is only a small part, really, of trying to improve conditions that lead to threatening, dangerous, and destabilizing situations in a community. To reduce crime in a community, it is very important to a community to provide resources for youth to develop their talents and use their energy in positive ways. Such resources are currently severely endangered through the political situation we find ourselves in. Nevertheless, we believe that community cohesion at the grassroots level is crucial to overcoming the fear and confusion that resource withdrawal are creating. In our small way, the community groups and organizations that are participating in National Night Out are working to be part of a positive kind of community cohesion.

This year, we are getting sponsorship from Target, and some food donations from Copps, as well as sponsorship from the City of Madison, the Madison Police Department, the Catholic Multicultural Center (a South Madison institution located at 862 Beld St,) and St. Mary's Hospital. We have received sponsorship from all of the above in the past, except Target and Copps. We're grateful for the sponsorship, and hope to use it well. I hope it may be that relationships with companies could lead to more income for South Madison organizations that are doing work that is needed.

  • Provide a unified and representative voice for Dane County youth on policies and issues that affect them.

Some of the specific projects that DCYB has worked on to achieve these goals are:

  • Promoting the 100 hour challenge where youth can be recognized for their community service activities and doing community service activities ourselves.
  • DCYB youth leaders have also been working with the Urban League to plan the Martin Luther King Youth Service Day event
  • In 2005 we took some time to learn about our school boards, what their purpose is and what they do. Some of us attended school board meetings.
  • Over the past several months we’ve also been talking about youth issues. We’ve looked at some of the Dane County Youth Survey and talked about what we are seeing and experiencing in our schools and communities. Based on those discussions, we are planning a series of youth summits on the top 4 issues that are most important to us.
  1. Race/diversity
  2. Violence (both in school and the community/gang)
  3. Academic Achievement
  4. Healthy choices (reproductive health education & drugs)

DCYB currently has sixteen members representing nine different Dane County schools. DCYB is still recruiting high school students who might be interested in developing web pages, leading or participating in community service projects, and helping to plan upcoming Youth Summits, which will be open to the community.

Jerry Overstreet
Mentoring Youth by Creating Relationships (MYCRIB)

Jerry Overstreet is the director of a new non-profit here in Madison that is designed to help low income and at-risk youth “break the cycle” of academic failure, poverty, and most critically the disproportionate minority confinement in Wisconsin.

MY CRIB, which stands for Mentoring Youth by Creating Relationships and Influencing Behavior is one critical step in the right direction for the Madison community. MY CRIB will benefit the Madison community as a whole by guiding youth through their middle school years in the hopes that they will reach their full potential and become hard-working, responsible adults, that will give back to the community.

Mr. Jerry Overstreet Jr, the creator and director of MY CRIB has always had an overwhelming desire to help youth. He began his career of working with youth as a teacher/caregiver at a daycare in Kalamazoo, Michigan, where he attended Western Michigan University on a full basketball scholarship. After many basketball injuries that ended any hopes of making a career for himself in the NBA he decided to re-focus and dedicate his life to working with children.

Since settling in Madison in 2002 Mr. Overstreet has worked as a counselor for Community Adolescent Program (CAP), and currently is the Youth Program Director at Kennedy Heights Community Center and at Urban League of Greater Madison. His most recent youth prevention program focused on truancy is supported by the Project Weed and Seed program.

Over the past few years Mr. Overstreet has listened to social workers, attorneys and school district staff talk about the issues and concerns that they see on a daily basis. More importantly, youth have discussed the obstacles that are preventing them from succeeding. He began to realize that youth needed more positive role models who could assist them in reaching their highest potential as they grew into adults.

In December 2006 he decided that he could make an impact by creating something that was non-traditional and that didn’t exist here in Madison. So he created MY CRIB, which offers a home like environment for youth which allows mentors to connect with mentees in a neutral setting with other youth and adults.

Through his dedication, determination, and his unforgettable presence Mr. Overstreet hopes to gain the support of many organizations and trusted professionals within the Madison area so that MY CRIB can continue to grow and prosper.
